Senate approves 1.9 billion foreign aid bill
The Senate passed a 1.9 billion foreign aid measure well below the Nixon request but higher than last year. The vote was 52 to 31 after approving Greece arms shipments and urging constitutional government, with defeated amendments on South Vietnam reform aid and cutting funding to 1969 levels. House had previously approved 1.6 billion, and conferees must reconcile.

Surprise vote saves Office of Economic Opportunity in House
The House approved a two year extension of the Office of Economic Opportunity despite a failed substitute to transfer control to the states. The 231 to 163 defeat of the substitute and 276 to 117 passage of the extension reflected complex coalition dynamics and opposition from Nixon aides and many southern Democrats.
