Washington reports inflation pushing the cost of living toward the biggest annual rise in nearly two decades. Government economists foresee a large yearly increase, with retail sales rising 8 to 10 percent despite tax surcharges. Officials, business leaders, and lawmakers debate measures to curb inflation while forecasts point to higher prices and spending.
In New York Nixon plans to name William P. Rogers as secretary of state during a live nationwide broadcast. Reports also flag Gov. George Romney as housing secretary and Walter J. Hickel as interior secretary with other potential posts for Melvin Laird and Robert Finch. Moynihan will become a White House assistant for urban problems.

U S negotiator Cyrus Vance and North Vietnam's Ha Van Lau deadlocked over conference table shape and speaking order. France considered compromise ideas but talks may wait past year end. Skepticism grows over a possible troop withdrawal agreement within 40 days.
SAIGON AP The U S Mission said 73 3 per cent of South Vietnam's population lives in relatively secure areas controlled by Saigon, the most optimistic pacification report yet. The DMZ saw another US artillery strike after North Vietnamese fire, with five bunkers destroyed and 156 enemy soldiers killed in ground clashes.
Thomas Merton the Trappist monk and author of The Seven Storey Mountain was electrocuted in Bangkok when he touched a short in an electric fan. The 53 year old theologian died the same day as Karl Barth. He was visiting Bangkok for religious conferences and had recently withdrawn for prayer and study at Gethsemani Abbey.
A Trans World Airlines Boeing 707 on an inaugural St. Louis to Miami route was hijacked after takeoff from Nashville with 40 passengers and seven crew aboard. The aircraft diverted toward Cuba with pilot D Maloney reporting the incident. FAA officials had no further word on developments as the flight neared Miami.
The forecast calls for increasing cloudiness tonight with a low in the mid 30s. Thursday will be cloudy and warmer with a chance of showers. Yesterday’s high was 30 and this morning’s low 19.
