Voluntary Manpower Controls Near Conference Told
About 100 employment agency workers and supervisors from Miami Valley communities heard Ohio official Frank J. Callopy describe voluntary manpower controls as a first step toward war footing. He warned that failure could trigger wartime style force and that local offices must cooperate with state and federal programs for mobilization and reconversion. Armco official Ayres argued steel industry expansion makes mobilization easier, noting Armco's $150 million spent postwar and total $250 billion in industry mobilization. The talk stressed community level action, rights awareness, and humane service beyond minimums, with a conference wrap including tours of Armco and a local hotel session.

Water Rate Hike Hint At Hamilton
Hamilton city officials consider raising water rates after acting city manager Charles Schwalm warned next year’s water department expenses would exceed receipts by 32093. Two options exist: raise rates or cut 55000 annual chemicals for water softening. The shortfall would reduce the reserve from 94643 to 62550, wiping it out in two years, making a rate increase seem the only solution.
