A radio-telephone operator wades through floodwaters in southern Vietnam near Da Nang to maintain contact with headquarters during a US led push in the Que Son Valley. The scene captures the harsh conditions faced by troops amid monsoon rains.
Ambassador Goldberg said the Viet Cong through the National Liberation Front asked to station two to three representatives in New York for a year or two to work at the United Nations and grant media interviews. The U.S. would issue visas only if invited by the Security Council or General Assembly or tied to UN business, which has not occurred.
The Army battles administration planners over a proposed 52 million cut in training funds for National Guard and Reserve units totaling 150 000 personnel. A cut would extend mobilization time to three months, delaying readiness ahead of the 1968 69 budget submission to Congress.
American air cavalrymen pursued a 600 strong North Vietnamese battalion in Binh Dinh Province where 159 were reported dead and fighting continued. South of Sai gon, Mekong Delta clashes included an assault on Mc Cay and a militia defense aided by 105mm guns.
Cincinnati Transit Co. buses will resume service Saturday after a 37 day idle period. Riders face a five cent fare increase as part of a new strike settlement. The AP reports the pact ends the transit stoppage and restores routes.
The U S Treasury moved 475 million dollars in gold to the Exchange Stabilization Fund to defend the dollar amid international concerns. President Johnson says the attack was repelled with modest costs from reserves. Separately, the first city transit walkout since 1913 ended as Amalgamated Transit Workers Union ratified a three year contract with a 44 cent overall wage rise and fringe benefits, pending Cincinnati City Council approval.

Negotiations center on heating plumbing and how long travelers should linger.
AFL-CIO leaders criticized President Johnson's call for restraint on wages saying it was pious nonsense. Union heads including I W Abel and P L Siemiller signaled they will seek higher wage hikes in steel aerospace and auto negotiations ahead of the 1968 campaign.
