Arab oil would flow if Israel withdraws all occupied lands
Saudi oil minister Sheik Ahmed Zaki Yamani proposed resuming shipments to the United States in tandem with a phased Israeli withdrawal from lands occupied in 1967 and the October wars. Kissinger met with Yamani in Washington as Algerian energy minister Belaid Abdessalam attended. Officials said the offer was discussed in frank terms and would depend on Israel outlining a timetable for withdrawal and whether embargo relief would follow.
