In Paris AP report France moves toward limited trade with Red China while avoiding diplomatic recognition. France imported 16.7 million dollars of Chinese goods including essential oils silk wool pearls tin and metals. exports included milled products chemicals fertilizers textiles lead iron and steel. Two Chinese missions in France focus on trade and technical fields with specialists in measuring instruments automation and petroleum.
Speculation that de Gaulle may recognize Albania gains currency after France sent a note on Albania’s national holiday November 2. A possible first step toward Red China’s direction appears as a projected trade with Albania. Albania and North Korea are described as staunch allies of Red China in the Sino Soviet dispute.
Rep Robert Taft Jr. of Ohio announced his candidacy for the U S Senate race now held by Democrat Stephen M Young. Taft, 46, Cincinnati native and son of former senator Robert A Taft, faces at least one challenger Ted W Brown who entered the race on November 5. Young has not declared intentions for 1964 but is expected to run again.

Indications suggest the FBI has finished its bulky report on President Kennedy's assassination. The file may be handed to the Justice Department and then to President Johnson for transmission to the Warren Commission chaired by Chief Justice Earl Warren.
President Johnson nine days after urging action on civil rights and tax cuts meets with key leaders. Byrd expects votes on the 11 billion tax cut next month while Halleck aims for House civil rights action by February 1. Rules Committee hearings begin soon in January.

The Warren Commission meets this afternoon as it plans to go beyond official filings to address questions the FBI and six agencies have not answered. It will seek subpoena power and staff support, under a Johnson executive order granting broad investigative authority.
Warren said procedural questions remain unsettled and it is undecided when hearings will occur. The White House has not fixed if the FBI report will be released before or after the commission studies it and Johnson promised full findings but gave no dates. White House spokesmen gave vague responses.
The commission will convene in a main floor conference room at the National Archives building until its own quarters are ready. The Declaration of Independence and the Constitution will be accessible to the public during this period.
Two weeks after John F Kennedy's assassination, Jacqueline Kennedy departs the White House with her children for a temporary Georgetown residence. The former first lady, 34, will seek a permanent home as mourning drapes remain and plans for future cultural work are undecided.
