Zoning Bill Reading Reveals Split Vote And Deliberations
City commission, by a 3-2 margin, gave first reading to a new city zoning ordinance and map identical to the planning commission proposal. Three readings and a 30-day waiting period would push the law to January unless emergency procedures make it effective upon publication. Commissioners Donham and Lord opposed the first reading, citing need for more deliberation, while Lewis, Clark, and Curry favored moving forward.

Sewage Plan Snag Ties Franklin and Carlisle Council
Franklin council altered a Carlisle regional sewage plan resolution from binding to studying, risking federal planning funds. Carlisle officials fear state building freezes and delays on permits if plans fail. Franklin aims to clean up waste and regulate industrial discharge into the Great Miami River. The regional plant wording drew objections over legality and ownership. Franklin also moved to per capita radio dispatching for Carlisle police, costing Carlisle about $3,060 yearly with votes 3 to 1, Powell abstaining and Morgan voting no.
