Westmoreland Says War Could Be Over If Bombing Continued
General Westmoreland testified before a House subcommittee that the Vietnam War might have ended or been near end had bombing of North Vietnam continued. Secretary Laird cautioned that Vietnamization could fail, but he ruled out nuclear weapons and noted $16.2 billion in cost overruns across 34 major weapons programs, with higher potential.

Pro Nixon Peace Measure Clears House Debate
Backers of a House resolution supporting President Nixon's efforts for a just peace in Vietnam pushed for passage with a closed rule after defeating attempts to open amendments. The measure, sponsored by 316 of 434 House members, drew support from Rep. Jim Wright and faced criticism from Rep. Don Edwards who warned it could resemble a second Gulf of Tonkin resolution.
