Education package unveiled by Rhodes in Ohio campaign

Rhodes outlined a plan to freeze real estate taxes at 1977 levels and earmark personal income tax and state lottery proceeds for schools. He claimed the package could be funded without new taxes due to $3.3 billion in projected state revenue growth over four years while reducing state employee growth. He noted enrollment declines of 320,000 over four years and promised legislative hearings to adjust equal yield formulas for urban districts, and said funds should support businesslike, locally managed schools with essential skills. He avoided commenting on desegregation costs tied to busing lawsuits in Cleveland and Columbus.
