United States and Soviet Union completed the second SALT session in Vienna and agreed to begin a third round in Helsinki on November 2. After 32 secret meetings in four months, US chief delegate Gerard Smith and Soviet leader Vladimir Semenov signed a communique at Belvedere Palace. Observers foresee drafting in Helsinki and possible return to Vienna next spring. Smith briefed NATO allies multiple times, signaling the talks may be at a delicate stage.
