NYPD stop-and-frisk ruled racially biased by judge
A federal judge ruled the NYPD systematically targeted blacks and Hispanics under stop-and-frisk, appointed an independent monitor, and ordered reforms and body cameras in most stops. Mayor Bloomberg plans to appeal while noting crime drops attributed to the policy. Scheindlin denounced the practice as racially discriminatory and a Fourth Amendment violation. The ruling directs reforms in policy, training, supervision, and community input, plus a pilot body-camera program in the busiest precincts. Peter L. Zimroth named as monitor.
