Critics time running out in last arm debate

Washington AP Senate critics of the Safeguard anti ballistic missile system pressed in the final day of debate to counter claims that expanding missiles is needed to spur a Soviet arms control agreement. A showdown vote on two more ABM sites is set for Wednesday as opponents seek to overturn last year’s one vote setback. Republican Leader Hugh Scott voiced support for Safeguard as a minimum response to Soviet missile threats and as leverage in SALT talks in Vienna. Senator J W Fulbright labeled the bargaining chip argument distracting from the failure of Safeguard, while Senator Gordon Allott defended its deployment as a restrained response to grave threats.
