Pay Fight Over Military Pay Boost Jangles Draft Bill
Congress wrangles a $2.4 billion GI pay compromise that shifts raises toward privates and lieutenants while limiting general officer increases. Generals get smaller gains off-base allowances, while recruits see a substantial base pay rise to about $4,872 a year.
