Chiefs Stay On Civil Service In Charter Review
Eight month charter study in Middletown produced little controversy. The main talking point was whether police and fire chiefs should lose civil service protection. City Manager Dale Helsel said there was no real change agenda. FOP hired attorney to challenge the chiefs’ status, but investigators found no solid plan to remove protections. The Charter Review Committee, chaired by Robert Crooke, offered ideas from city officials, attorneys, and private leaders, but many proposals were not accepted.
