In Manila a five story building collapsed in the Chinese quarter during the strongest quake in memory. Rescue teams sift rubble for survivors while toll estimates vary and many tenants are unaccounted for.
Marines identify a missing 18 year old Leatherneck as the white deserter killed leading a Viet Cong unit near Phu Bai July 15. Four survivors identified his photo. the body was not found the next day, and other instances of possible collaboration with Vietnamese forces were reported nearby.
President Johnson orders a Defense Department boycott of firms raising steel prices and directs shifts in orders to lower cost producers. Defense Secretary Clifford expands the policy to defense contractors, citing inflation risks and Vietnam era steel needs. Major mills Bethlehem Steel Republic Steel and U S Steel announced price increases, prompting the action.
About 1 000 off duty officers and firefighters gathered around City Hall in Newark to demand higher pay and job protections. They seek a maximum salary of 10 500 by January 1 and more on the job safety, with protests planned for the state capital next week to urge state and federal aid.
Prague officials told the public they stood strong after a four way meeting with Soviet bloc opponents while thousands in Prague doubted the assurances. Demonstrators urged broader talks to include Romania and Yugoslavia as the Russians prepared to attend a Bratislava summit. President Ludvik Svoboda said the Soviet Politburo backed Czechoslovakia key reforms and vowed to stay the course.

In Prague thousands demanded clarity from leaders after Svoboda's remarks, with Smrkovsky saying the conference secured full success and stating renewed Soviet-Czechoslovak cooperation.

In the Da Nang region, North Vietnamese forces attacked two Marine units killing 14 and wounding 22 Americans. U S Command reported 19 enemy killed as reinforcements moved in and a recon team was overrun earlier, with further clashes leaving several Marines wounded and one enemy count reported.
