The Civil Rights Act passed by the House expands open housing bans to federally funded housing and public housing. After Dec 31, 1968 the law covers most housing except small owner occupied homes and religious or private clubs. By 1969 the single family exemption narrows and about 80 percent of housing would be covered.
A second night of violence in Kansas City's Negro East Side left five dead and at least 20 wounded with more than 75 fires. Negro victims were shot as snipers fought police and National Guardsmen amid curfews and armored-car rescues. Governor Hearnes ordered Missouri guardsmen to assist, with about 3 000 on duty. federal intervention not yet requested.
President Johnson announces Postmaster General Lawrence F. O'Brien resigns and Gen Creighton W Abrams is named U S commander in Vietnam. W Marv in Watson named to replace O'Brien and Gen Andrew J Goodpaster to succeed Abrams as deputy commander in Vietnam.
Secretary of Defense Clark Clifford announced about 24 500 Army Navy and Air Force reservists will be called to active duty. Roughly 10 000 will deploy to South Vietnam as the Johnson administration plans to hold total U S forces at 549 500 an increase of 24 500 over the prior ceiling. Clifford tied the move to a shift toward turning over major war effort to South Vietnam after consultations with Saigon.
Police said 46 bodies have been recovered from the Wahine ferry and six persons remain missing. The 8,944 ton ship capsized after hitting a shoal near Wellington during a severe storm, with 728 aboard. Searchers found lifeboats and liferafts along the shore as divers checked the hull for survivors.

It includes David’s Hamburgers and Tricia’s Coconut Cookies with simple steps like bake until black and turn off the stove, reflecting playful instruction and measuring education.
The forecast covers Southwest Ohio and the Miami Valley with a cooling trend tonight as lows drop into the 40s. Daytime highs reach the 70s, then Friday brings partly cloudy skies and upper 70s. Yesterday’s high was 67 with a morning low around 32.

The ceremony highlighted the era’s focus on civil rights and racial prejudice.
