Berlin papers report a large regiment at Apia Samoa upon the arrival of an American warship. They view it as signaling McKinley’s intention to modify his program to Congress. The Vossische Zeitung says Britain will back America and hamper German preponderance, ending Germany’s chance for exclusive control.
Albany December 30 report states the state armory commission awarded three contracts for the Whitehall armory project. Andrew Douglas of Binghamton received excavation and building erection work with bids around 3108 and 12.40 percent. Comptroller James A Roberts announced receipt of a large sum from New York City under the taxable transfer act. The payment came from the estate of William Whitewright of New York City after assessment by the New York City comptroller, marking one of the highest levies under the act.
