Carter Predicts Welfare Absorption Into Social Security
Missouri welfare director Proctor N. Carter predicted that aid for the aged blind and disabled will be absorbed into the Social Security system by January 1 1973 with federal financing and state supplementation. He also forecast a nationwide plan guaranteeing all welfare families with children an annual income around 3000 dollars and the establishment of day care centers to aid working parents. A national health insurance plan operated by private industry could replace Medicare and Medicaid in time.
