Nixon Trouble Is In Red Ink
The budget deficit looming up to 16 billion dollars shapes Nixon's next year with a Democratic Congress. Washington faces hard choices on spending cuts or tax hikes as unemployment sits near a seven year high and inflation risks remain low. The administration weighs draft reform, welfare overhaul, student aid, antipoverty reach, and health insurance while revenue sharing faces Democratic resistance. Budget efforts may push tax moves, declines in exemptions, and possible value added taxes as political factors loom ahead of the 1972 race. Several new governors and legislature majorities add pressure to aid local governments while Mills resists revenue sharing. Kennedy signals possible tax changes if deficits stay large.

Saturn 5 In First MoonMove to Launch Pad
CAPE KENNEDY Fla AP The Saturn 5 rocket for Americas Apollo 14 lunar landing mission makes its first move toward the moon a 314 mile journey from the assembly building to the launch pad. The 36 story tall rocket travels at a maximum speed of one mile an hour on a transporter. Apollo 14 astronauts Shepard Roosa and Mitchell train here for the Jan 31 launch and will follow the rollout. The mission aims to land in Fra Mauro highlands to study lunar soil for origins clues. Apollo 13s failed mission led to delays and design changes including three oxygen tanks, removal of wiring and combustibles, and improved warning systems.
