Tax plan would cut 34.1 billion from revenue through 1979
The bill makes permanent changes to standard deductions for payroll withholding from June 1 and, through the 1979 budget year, would reduce federal revenue by 34.1 billion. Congress debates Carter energy policy, a 36 billion defense bill, and a 3.2 billion military aid package as the Senate votes on a proposed Department of Energy and a nuclear carrier. The House considers a 15 million cut in aid to Zaire, a move supporters frame as signaling no Western military involvement in Africa.
