FTC Warns Of Shortage On Specials

The FTC ruled that grocery ads must show enough stock to meet demand at the special price and cannot rely on rain checks or disclaimers. The rule takes effect July 12 and may extend to department, drug, and hardware stores. The study found 11 percent of advertised items were unavailable and few stores stocked all items. Exceptions apply if demand is unreasonable or stock unavailability is not the retailer’s fault.

Nixon welfare plan revived in social security bill

The House Ways and Means Committee has folded key elements of President Nixon’s welfare reform proposal into a large Social Security bill. Aimed at 1973 implementation, the plan includes a federal takeover of welfare and a $2,400 income guarantee for a family of four, with payroll tax hikes for both employees and employers. The measure, approved Wednesday pending final language review, would add about $6 billion to Social Security pensioners and welfare recipients and raise the employee employer payroll split from $405.60 to $550.80 in 1972, affecting those earning $10,200 or more.

Welfare Relief Plan Would Trim State Costs

A 1971 federal plan would save states an estimated 1.5 to 2 billion dollars by shifting welfare costs to the federal level over time. It would shield large high-spending states from increases while targeting workable recipients for training and job placement. The bill proposes 200,000 public service jobs and funding for day care for working mothers as part of the reforms.
