Missouri Board blocks Finch from medical license exam

Missouri Board of Healing Arts refused to allow convicted murderer R Bernard Finch to take a state medical license exam despite rehabilitation evidence. The decision prompted appeals and raised broader questions about rehabilitation and reintegration into society.
