Missouri helmet law repeal stalls in House week
Missouri state Rep. Raymond Quarles delayed reporting a bill repealing the mandatory motorcycle helmet law, keeping it buried among 130 first-round measures. Despite thousands of letters and calls, the measure has little chance this session, though Quarles says it may move late and reach the Senate. Kansas City crime drops 21 percent in early 1977, with gains in most categories except aggravated assault.
