Court Strikes Down Demo Delegate Rules

A federal judge struck down rules to ensure minority and youth representation among national convention delegates, leaving over one third of delegates in legal limbo three weeks before the convention. The ruling blocks state apportionment tied to black, women, and young presence and a rule barring preselected delegates, while upholding a ban on closed grassroots process. The Democratic National Committee will appeal, and other challenges to delegations proceed.
