Law makes testifying easier for rape victims
Jefferson City, Mo. AP The mother of a teen rape victim says a new state law will aid future prosecutions by shielding victims from courtroom harassment. Gov Teasdale signed provisions banning most evidence of a victim's prior sexual conduct and approved a revision of the 142 year old criminal code. Also signed were measures on public financing for transitions between officials, a $10 daily expense increase for lawmakers, and extending a 55 mile per hour speed limit on highways through 1979. The mother helped rally support after her daughter's 25 year ordeal and two earlier trials before a conviction was secured.

One in Five Citizens Qualify for New Postal Rate
Washington AP reports Postmaster General Bailar backs a citizen rate that would keep 13 cent personal letters while lifting first class business stamps by three cents. About 20 percent of first class mail could qualify if the return or delivery address is handwritten with ZIP codes, both places in the US, and envelopes meet machine standards. The plan faces Postal Service board vote, then Rate Commission review. Bailar also floated ending Saturday mail and closing small post offices, facing opposition from Congress, unions, and publishers.
