Odds On Mandatory Cuts Energy Chief Zarb Says
Energy chief designate Frank G Zarb said the odds favor mandatory energy conservation measures though it is early to tell for sure. He favors stronger steps to cut high priced foreign oil and suggested a gasoline tax and import restrictions. Interior Secretary Morton urged a dual policy of conservation and resource development to balance strategies and asked how much conservation the economy can withstand. The Energy Resources Council will weigh proposals at Camp David and report to President Ford in January as talks push toward tough measures.
