Kent State case appeal eyed after verdict
United States jurors ruled 9 to 3 that Gov. James Rhodes and 28 others were not liable for the Kent State shootings of May 4, 1970, denying $45 million in damages to wounded students and families. Plaintiffs’ attorney Kelner predicted a higher court reversal as the trial neared its end.

State May Pay 225000 in Overdue Bills
Jefferson City Missouri AP About 225000 in delinquent bills could be paid under a stipulation agreed upon by the Legislative Committee on State Fiscal Affairs Wednesday The agreement must be approved by Attorney General John Danforth and State Commissioner J Neil Nielsen and then by the Supreme Court The document also provides for payment of court appointed attorneys The committee considered adding about 112000 in each for utility bills and rent for the Department of Agriculture and the Federal Soldiers Home These bills arose because the Agriculture Department had no appropriation and the Soldiers Home exceeded its appropriation The stipulation does not alter the suit’s core positions Senator Richard Webster urged acceptance noting payment would aid those owed The case challenges a state reorganization law section authorizing transfers within a budget The Supreme Court will hear arguments September 29 and the committee has not yet undertaken such transfers

Missouri health officials said no new encephalitis cases have been reported since an 83-year-old Campbell man died July 18. Dr. William Raithel noted the lull since then, while Campbell sits across the Mississippi from Illinois, where an outbreak has been reported. The disease, spread by mosquitoes, had a first confirmed case in a horse in southern Platte County this year.
