Missouri Senate weighs reorganization and education plans
The Missouri Senate debated a constitutional reorganization plan aimed at the Conservation Commission, with amendments challenging its powers. Sen. Webster criticized the commission as arrogant. The chamber approved a plan 33-0 and sent it to the House. Legislation on free textbooks for public and nonpublic schools moved toward the governor, while an emergency appropriations bill for the public defender system and school district needs faced an uncertain fate. Senate leaders warned the funds may be required in an omnibus budget to avoid federal penalties and to prevent harming welfare, health, education, and vulnerable groups amid a projected deficit and $1.6 billion in budget bills.
