Arizona adopts landmark law protecting adoptive families

Gov. Fife Symington signed a new Arizona law establishing a time window after adoption during which a biological parent cannot regain custody. The bill, championed by adoptive parents led by Beth and Bob Joice, requires mothers to list all potential fathers and for fathers to file paternity notices within 30 days of birth. Nonfiling bars future consent for six months after adoption. The measure, praised by Sen. Patti Noland and adopted by lawmakers, aims to shield children from disruptive custody battles while preserving birth-parent rights.
