Flag Lowered as Army Takes Santiago City

On July 18 in Santiago de Cuba the American flag was raised over the governor's palace as Gen McKibben was named temporary military governor. Tens of thousands witnessed the ceremony with bands playing and cheers for Gen Shafter. Refugees crowded the city and Spanish forces began to surrender, with detailed armament and troop movements described.
