Prestwick Utilities: Growth won't raise rates for customers
Prestwick Utilities spokesman Harry Zimmer said it would be illegal to raise existing customer rates to fund a new sewage treatment plant for a large 780 acre Malone and Maloney subdivision. The developer would finance via tap-on fees or contributions, not by charging current users. If annexation proceeds, a new plant would be needed and costs borne by the developer and new homeowners, not existing Prestwick customers.
