The individual served as administrative assistant to the Urbana human relations department in 1975 and 1976 and later to the city of Champaign in 1976. He helped prepare the citys $16 million annual budget and led program research, management technique development, and municipal service implementation. He also interned at the Champaign Urbana solid waste disposal system, working directly with the city manager and the Urbana mayor.
