Demand for grants outstrips funding for school construction
SPRINGFIELD The demand for the first state school construction grants in 20 years greatly exceeds the funds available. Officials say at least 7 billion is needed while only 1.5 billion is funded. The program starts with 30 million in 1998 and will average at least 200 million annually through 2002, with Chicago receiving a fifth of funds and suburban and downstate districts sharing four-fifths. Grants cover 35 to 75 percent of costs, prioritizing districts with referendums after Jan 1. eligibility is decided by the Illinois State Board of Education before further site review.
