Auditors flag ESDA funding gaps and personal use Hints

Outside auditors John Hausmann and Patricia Kehoe found missing receipts unclear business justification for purchases and improper use of township credit cards at Rich Township Emergency Services and Disaster Agency ESDA after reviewing April 1982 to January 31. They stated internal controls needed overhaul and will forward findings to the State's Attorney.

Richton Park weighs higher vehicle stickers to boost revenue

Richton Park trustees consider raising the vehicle sticker from 15 to 20 dollars, projecting an extra 28,500 dollars. Other fee hikes include licenses for food, liquor, and business operations, with annual caps from 100 to 500 dollars and liquor licenses from 1,900 to 2,500. Senior discounts would stay unchanged and a park tax levy is under discussion.

New Cities faces racial dispute and repair issues

Sandra Harden a former housing director at New Cities alleges racial pay disparity in a filed EEOC complaint. The Star learns the agency has delayed new rehab projects in University Park to address village concerns and has faced criticism over rehab quality and code compliance. Suburban cities weigh fate of state tax surcharge

A statewide Illinois Municipal League survey shows 65 South Cook and Will County municipalities face 24.6 million in lost surcharge revenue. Joliet tops losses at 2.1 million, Symerton at 3000, with many towns planning to spend funds on capital projects and operating costs. Some communities favor using all revenue for operations. Oak Forest would spend 100 percent on operating costs, while Dixmoor, Homewood, and South Chicago Heights aim for full operating use. See SURVEY, Page A-2
