Wood energy plant work starts and stops without permit
Construction on the Wood Energy Partners plant east of Chicago Heights began Monday at State Street and Route 30 without a Cook County building permit. County officials halted work, citing deficiencies in the permit application and unresolved engineering plumbing and zoning questions. The developer argues the work was needed to vest an air permit and claims the county is not following required processes.
