Abuse cases down at MH facilities in Illinois report
An Illinois state report shows verified abuse and neglect at 21 state mental health and developmental facilities fell sharply in fiscal 1993 from 1992 levels. Howe Developmental Center, Ludeman Center, Tinley Park Mental Health Center, and Shapiro Developmental Center posted substantial declines in abuse charges and resident numbers, while statewide totals dropped about 53.6 percent. Governor Edgar cited Howe improvements aiding a federal civil rights suit, with continued inspections and community discharge programs contributing to a 95 percent success rate moving residents to the community.
