In Cape Town, President Pieter Botha proposed more consultation with blacks and stability in white urban areas as he formally opened South Africa's first multiracial parliament. Greenpeace and James Andrews allege Riverdale Chemical site in Chicago Heights holds dangerous dioxin in soil near a residential area. EPA says Riverdale met removal orders and restricts access while Greenpeace demands broader tests around the four acre site and immediate perimeter testing.
Greenpeace reports EPA soil tests at Riverdale Chemical show alarming levels of toxins. Dioxin 2,3,7,8 TCDD measured at 364 ppb behind the plant far exceeding CDC emergency action 1 ppb. chlordane 1,100,000 ppb and other banned pesticides Aldrin Dieldrin DDT Heptachlor Toxaphene detected in extraordinary levels. James Champion, Riverdale Chemical president, cites continued pest control use.

Voters in the April 2 consolidated election will decide three referendum questions for Rich Township District 227 high schools. A 30 cent tax increase per $100 of assessed value would sustain programs and raise staff pay, while bonds totaling 7 million dollars would fund campus additions, site improvements, and gym facilities, all aimed at maintaining and enhancing education. The package could cost under 50 cents per $100 as officials said, following a citizens advisory meeting and planning committee reviews.
