Illinois approves recycling and incinerator bills
Gov. Thompson signed laws requiring small counties to adopt comprehensive solid waste plans by March 1 1995 and authorizing joint recycling grants to small cities. Incinerator rules allow facilities to craft their own plans with state approval and require 25 percent recycling and rest incineration with site approval.
