In Cleveland on October 12, United States circuit court heard injunction proceedings filed by American Steel and Wire against striking employees. Paris Oct 12 After a fourth joint session lasting over two hours the American and Spanish peace commissions adjourned without a final conclusion on any protocol point. No joint views have crystallized for the final treaty. Philippines and Cuban debt issues loom as topics for future discussion. The Spanish seek U.S. assumption of Cuban debt, citing insurrection and war costs, while the Americans hint exclusion of wartime expenses. Equities in stocks and public works may factor in as mortgagor and mortgagee terms are considered.

New York October 12 findings of the naval board summarize key points of the Santiago battle. They credit Rear Admiral Sampson with the battle plan and note Schley’s movement, the New York’s limited engagement, and the Oregon Texas and Iowa bearing the brunt. The New York stood about nine miles from the surrendering Colon and four to five miles from nearer ships.

Washeton October 12 The marine hospital service dispatches report ten Mississippi counties infected with yellow fever. Sixty seven new cases noted and one death at Harrister with nine new cases at Naveland.
Mayor Penwell discharged the entire Pana police force alleging sympathy with strikers and plans to remove new officers appointed by the mayor. The move followed tensions with labor unrest as council action looms.
