General Brooke reports in Porto Rico that after taking possession of the island disorders noted in Ponce and San Sebastian have been patrolled. He says patrols have kept order for three to four weeks and that several bandits have been killed or wounded while exaggerations of unrest are widespread. Quiet and good order prevail.
At a cabinet council the Spanish ministers considered a Red Cross request to place a steamer flying a neutral flag at the society’s disposal to reach the Philippines and secure the release of Spanish prisoners there. Spanish steamers are needed for Cuba repatriation. The Red Cross delegation will travel to the Philippines on an ordinary mailboat.

Miss Mary Berry supervised the window. she briefly left, and a sum of 1100 dollars disappeared. Police have no arrests yet and note suspicious women in the corridor.
Charles OC Rickerson a Chicago man with multiple aliases was arrested by a Chicago deputy U S marshal at the prison following ten months for sending obscene material through the mails.
