Gimbel agent troubles prompt bid to curb itinerant traders

A Gimbel Brothers sales agent facing local opposition for vending by sample in this city triggered action under the transient merchant law. Lacked state or city license, prosecutors moved to seize goods shipped from Milwaukee, but investigation showed shipment from Philadelphia and interstate law protected the agent. The civil action was dismissed and the itinerant retailer left town amid calls for tighter rules against traveling merchants. In nearby Wausau, two T.A. Chapman & Co. agents were fined for similar acts, indicating rising concern over pirate houses evading local authority and highlighting the need for new legislative action to shield small-town merchants.
