A fragment from Harper's Drawer recounts Scipio, owned by Mr. Legare of South Carolina, proposing to buy his own freedom for 2000 dollars with 1000 to be raised by friends. He raises cash, secures papers, but is later exploited, loses work on a railroad, and escapes by river, returning to his former master demanding restitution and vowing to stay free no longer.
The heirs of Senator Svlagtian of Arkansae are drawn $17,700 from the treasury for his Senate pay from March 1861 to March 1865. Sebastian left the Senate to join the Southern cause and was expelled. The Congress rescinded the expulsion resolution, implying he served as Senator for four years and entitled to pay. The heirs pursue further action.
