Great Italian Air Ships Enter Washington and Pigeon Response
Washington notes two remarkable Italian air ships visiting the capital. One ship, 100 feet long with four wings, carried nine people and up to three tons of dynamite. It circled the city and hovered over the Capitol while a large flock of pigeons reacted in fear, flocking to the Pension Bureau building before dispersing as the air ship departed.

Incomplete training camps limit the quota to 20 percent.
