What is the Soviet government and Bolshevik rule

The article explains in plain terms the Bolshevik and Soviet system as seen from 1919. It defines Bolshevik as a majority of the people and describes Soviet government formed by delegates elected from shops and unions, one per 500 workers, with voting limited to workers. Delegates settle all legal and business questions without lawyers, with recall power by constituents. National Soviets assemble in Moscow every three months and create laws for all regional Soviets, with laws remaining in force and no court can overturn them. All workers over 18 may vote. others cannot hold office. If a delegate errs, the factory whistle signals recall and replacement. The author notes no advocacy, aims only to explain the system.
