Wilson Signs Draft Measure and Regulates Registration

President Wilson signed the conscription bill and set June 5 as the date for universal registration for men aged 21 to 31. He rejected creating a Roosevelt volunteer army, arguing it would interfere with current plans and that the primary task is training regular troops for France. The proclamation directs registration in all states and territories on the specified date with penalties for noncompliance. Military authorities expect about four divisions of regular troops to deploy after training, with Pershing leading American forces in Europe.
