New State Democratic Chairman Resembles Preston Smith In Many Ways
Dr. Elmer C. Baum, 56, becomes state Democratic chairman chosen by Preston Smith. Both share long conservative Democratic roots, enjoy golf and hunting, and value grass roots power. Baum previously chaired Austin precincts, served on the state health board since 1953, and helped Smith’s lieutenant governor campaigns. He supports Hubert Humphrey while prioritizing state-level candidates.
