The 1968 basic quota stands at 950.3 million pounds with a 10 percent leeway for triggering action. Senate panel backs ban on federal aid to disruptive students
The Senate Appropriations Committee endorsed tying defense funds to a broader provision limiting federal loans and grants to university students convicted of crimes while disrupting campus activity. The measure would require hearings, allow college administrators to decide on aid denial, and apply to riot convictions and willful disobedience. The panel trimmed defense funds by 352 million but kept national rifle matches funding and ordered ammunition delivery.
