The storm once named Esther weakened from hurricane status to tropical storm as it remained offshore over the North Atlantic. Forecasters said the center would pass south of Cape Cod, with winds near 70 mph and limited coastal impact.
The United Auto Workers council unanimously approved Walter Reuther’s plan to end local strikes at General Motors. The plan brings striking locals to Detroit for negotiations with GM officials and international union representatives, aiming to wrap up noneconomic provisions in a quick 45 minute session. The Detroit talks start Friday with GM to resume talks with over 100 locals who had reached plant agreements.
A booster tour distributed more than 14 000 fair tickets and school supplies to students in Amherst Sudan Mule Almost 14 000 tickets and pencils given by Dick Moseley of the Lubbock Chamber of Commerce. The caravan visited Littlefield Farwell Clovis and Portales inviting residents to the six day Panhandle Exposition opening Monday.
The US Senate approved appointments of three South Plains postmasters announced by President Kennedy's office. Confirmed were Clyde D. Gamble of Wolfforth, Douglas Luck of Andrews, and Evans D. Vineyard of Hermleigh, among Texas postmasters approved by the Senate.
The City Zoning Board upheld a ruling that a public garage at 1316 40th St. operated in a residential area in violation of the zoning ordinance. The owner's spokesman was admonished for a personal attack on a city official during the hearing.
Police said Wiley Crump, a 67 year old, opened fire with a high powered rifle then was shot by a posse after setting his house ablaze. Seven people were killed and six were wounded, including four women. Patrolman Bob Sewell located the gunman near the scene and the posse of about 125 ended the attack. Two white men were wounded as bystanders helped load six dead into an ambulance. The motive remained unclear.

The vote to approve the New Zealand led proposal was 15 to 0 with five abstentions. The committee also discussed a Soviet item on restoring rights of the People's Republic of China.
The Legislative Council reports Texans pay 52 cents of every tax dollar with 15.8 cents from the new general sales tax and the rest from motor fuel tobacco and beverage taxes. Oil and natural gas severance taxes contribute, business taxes, and property and inheritance taxes follow. Motorists bear 33.9 cents, highways 26.8, schools 32.3, colleges 9.6, and welfare aid 15.8, with health and other executive operations making up the remainder.
