Spotty rainfall across the South Plains produced more than an inch in some areas while many spots saw lighter totals. Forecasters predicted improving conditions today with brighter skies and less rain, easing crop damage worries after recent heavy downpours.

Freeman outlines full parity goal for farmers by 1970

Secretary Orville Freeman told 4,500 at the High Plains Research Foundation field day in Lubbock that the administration aims to achieve full parity of income for adequate-sized family farms by 1970. He blamed off-farm work as a factor and noted improved milo prospects amid grain sorghum export growth. Representative George Mahon was delayed in Washington.

De Gaulle Delays Paris Trip To Await Atomic Test Weather

President Charles de Gaulle, staying in Papeete Tahiti, plans to extend his visit by 24 hours to wait for favorable weather for a French atomic test explosion. Officials say he may push back his return to Paris and has asked Premier Pompidou to delay cabinet meetings to next Thursday.

Johnson urges fast Congress action on tax credits and spending

President Johnson pressed Congress for rapid action to suspend the 7 percent investment tax credit for new plant and equipment for 16 months and to extend the lift on special business incentives until January 1, 1968. He urged wage and price restraint and trimmed federal spending to curb inflation while inviting labor and management cooperation.

Whitman brain tumor cited in murder case findings

A blue ribbon panel said Charles J Whitman had a highly malignant brain tumor that could have contributed to his August rampage. The 25 year old killed his wife and mother, then shot 14 others from the University Tower before dying. Thirty wounded, two in hospital. The report noted stress and impulsivity but could not prove a direct link between tumor and actions.

No Protests On Budget In Lubbock City Council

Lubbock City Council held a public hearing on a preliminary 1966 budget of 17.3 million dollars with no speakers. The panel kept the tax rate at 11.18 per 100, approved two traffic changes on 19th Street, and moved toward finalizing the 1966 tax roll. They also discussed water allocations to Palo Dura State Park and the potential acquisition of city land by the Lubbock Industrial Foundation.
