The unmanned Luna 18 spacecraft reaches lunar orbit after a Thursday launch and prepares for a soft moon landing. Western experts expect a remote control rover or improved scoop operation, as Tass reports the craft circles about 60 miles above the surface.
Dallas schools opened two weeks late under court orders with about 6 000 of 7 000 expected riders using 84 buses. Most buses carried black pupils to white schools while only a minority of white students joined the desegregation effort amid dispersed attendance.
The Auditorium Coliseum Board endorsed the Memorial Civic Center concept but questioned if the exhibit hall seating suffices. Revised schematics show 1,400 permanent seats plus 1,400 risers and 1,700 floor chairs, totaling up to 4,500. officials say 5,000 to 5,500 seats would be better for larger acts.

The tropical storm Fern formed in the Gulf of Mexico with 50 mph winds and may hit either the northern Mexican coast or southern Texas coast later today. Brownsville and Corpus Christi officials said warnings were not posted and residents took limited precautions as Fern tracked at about 27.0 N 92.8 W, roughly 300 miles east of Brownsville.

The three day Labor Day holiday period saw at least 616 road fatalities across the United States with the National Safety Council predicting 600 to 700 deaths from 6 p.m. Friday to midnight Monday. Texas DPS tallied 41 deaths, 11 fewer than prior holiday projections.
A motion to dismiss the South Atlantic Co from a Texas stock fraud case was denied after a subpoena issue. SAC, a Delaware firm linked to ex Attorney General Wagoner Carr and others, remains a defendant seeking a permanent injunction as RIC International Industries Inc faces bankruptcy. Congress may push larger tax cuts for the poor and trim business incentives as it resumes work on President Nixon’s economy program. Rep. Mills foresees House passage by October with changes, including raising the income tax threshold and reducing the investment credit. Nixon plans a joint session Thursday to drum up support for the plan.
After a heated session the Lubbock Airport Board rejected plans for an underground terminal and approved a gate arrival scheme for City Council consideration. The adopted plan mirrors an Orlando complex designed by Hellmuth Obata Kassabaum, with Joe Hall of Whitaker and Hall to present details at a City Council workshop. Dr. John Bradford moved to reject the underground concept on architects’ advice amid FAA input.
